I guess under Article 8.2.(b).(ii) and 8.2.(b).(xxi) of the #RomeStatute ?
"(ii) Intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities;"
"(xxi) Committing outrages upon personal dignity, in particular humiliating and degrading treatment;"
Providing humanitarian aid to people subject to a famine is not "taking direct part in hostilities".

I guess also Article 7.1.(e) as a #CrimeAgainstHumanity (Article 8 is for war crimes):
"(e) Imprisonment or other severe deprivation of physical liberty in violation of fundamental rules of international law;"
but it has to be "when committed as part of a widespread or systematic attack directed against any civilian population".
