From the report it appears th3 traffic division, who are presumably good at analysing traffic incidents, have been kept out while the agency involved has declared what happened.
The advantage of professional Investigation is that nobody would think a dubious bunch of violent men had road rage in traffic, collided with someone, and then started shooting.
