The thing that is paralyzing the UN are the vetos.
The more countries with the power to veto, the more useless it'll be.
The only thing to do is to remove all vetos for good.
I'd make it something like the US Congress. one body based on population, one based on adherence to ethical and democratic standards.

but until nations give it real military capacity and pull back on their own like with states and the national guard, it won't mean much.
