Once again, the reality is that new reservoirs are far, far more expensive than #water conservation, recycling, expanding groundwater recharge, and improving water-uae efficiency.

The big thing is that the best spots for reservoirs are already taken. We probably overbuilt during the big building boom between the 1930s and 1960s, so anything proposed today is going to be in a suboptimal place.

A half-full reservoir is a useful buffer against sudden heavy rainfall, I think.
