Where can I learn more about conventions and best practice on how to name my #emacs #elisp functions?

I see packages that use pkg/fun, others pkg-fun or in some cases (internal functions?) pkg--fun.

Theres node avout conventions in the elisp manual.

As to your concrete question dash and double dash (for internals) are the 'official' convention.

/ for functions, | for macros, and - for variables is spacemacs' convention.
