Housing remains provincial jurisdiction. The feds have limited scope for action, much less so if the mostly conservative provinces decide not to cooperate. The same goes for most welfare programs. I think it was a mistake to have oversold what the feds were able to do.

The one thing that will absolutely make things worse is a recession, and we're just skirting the rim of the bowl right now. So economics are going to be the priority.

Has he shifted priorities? Seems like it. It's the way it goes. The aphorism "No Plan Survives First Contact With the Enemy" exists for a reason.

If you've been paying attention, you'll know Carney made extensive promises on addressing Canada's housing crisis & cost of living crisis. Inventing excuses for why he's breaking his promises doesn't solve any of the problems facing Canadians.
